What is a neighborhood greenway?

Neighborhood greenways, sometimes referred to as bicycle boulevards, are streets that are designed to prioritize people walking, bicycling, or using other micro-mobility devices, often through management of vehicle speeds and volumes. Design elements of a neighborhood greenway may include signage, roadway markings, or traffic calming infrastructure, such as traffic circles, medians, chicanes, or curb extensions.

Neighborhood greenways are designed to be and feel safe for pedestrians and bicyclists of all ages or abilities – families should feel comfortable walking and riding on neighborhood greenways for transportation and recreation. The “green” in the term neighborhood greenway refers these streets being “green” in that they encourage environmentally responsible means of transportation and may include “green” landscaping elements such as bioswales or native plantings.

A well-designed greenway can also improve travel times for people walking and biking, and naturally encourages drivers to be more attentive. Neighborhood greenways can be valuable for a community because they promote active transportation, lower the stress of getting around, connect people to key locations, and promote local economic activity.

Are we getting neighborhood greenways in Shorewood?

In 2025, the Village adopted the Pedestrian and Bicycle Master Plan, which included a proposed network of neighborhood greenways. This year, the Village hired a consultant, Toole Design, to evaluate the proposed network. This summer, the consultant team will also create a list of select locations for treatments or enhanced designs to create a neighborhood greenway network that residents of all ages and abilities can feel safe on and enjoy as they walk, bike, and roll.

The project started in Spring 2026, and as a first step, we want to hear from you! While the consultant team will be analyzing street characteristics, vehicles speeds, crash data, and more to decide what sorts of projects to propose, we're also interested in hearing where along the proposed network residents (you!) might have concerns.

The following webmap allows you to check out the proposed neighborhood greenway network and drop pins on locations where you have safety concerns, see opportunities, or have a thought you'd like to share. This webmap will be open until June 19th, so that the project team has time to incorporate feedback into the project's recommendations.
