How to Navigate the Map

The following maps show the Texas Department of Transportation's draft recommendations for improving bicycling on state roads and highways in the Laredo District. Each tab above will show you recommendations for a different element of the Laredo District Plan: Network Functions, Bicycle Tourism Trails, and Priority Locations.

To provide feedback on a specific location, click on a line segment on the map. This will open a window containing:

  • Questions where you can leave feedback on this location and the recommended network function.
  • Google Street View images of this location (where available)
  • Information about this location that is relevant to our recommendations.

You may leave comments on as many locations as you like. If no recommendations are shown on a particular highway segment, that indicates that our analysis did not identify any bicycling needs there.

This map shows recommendations for how different state roads and highways could better serve people riding bicycles, based on nearby destinations and how people travel in the area currently. Click on any road segment to tell us what you think of our recommendation for that location.

This map shows recommended Bicycle Tourism Trails. Bicycle tourism can include recreational activities such as going camping by bicycle, touring an area for several days by bike, or taking a recreational day ride. Routes may follow state-owned roads or local roads. This map shows recommended routes from the 2018 Bicycle Tourism Trails Study, with proposed changes that would reach additional destinations, connect travelers to services, or direct bicyclists along more comfortable and appealing routes.

Click on a highlighted segment and tell us what you think of the recommendation. You may also select [Propose a different route] and draw a line to propose a new Bicycle Tourism Trail route for consideration.

This map shows recommended priority locations for improving bicycling conditions on state roads. Click on any road segment to tell us what you think of its priority.

Under each tab, you will find a legend. Hovering over a legend item will display a definition for that item. Clicking on a legend item itself will toggle those features on and off on the map.

You can use the + and - signs on the map or your mouse's scroll wheel to zoom in and out. The map's layers icon allows you to switch to a satellite imagery basemap. Search for a specific address using the search icon. On a mobile device, use the mobile switch screens icon icon to toggle between the map and the controls sidebar.

Please note this plan focuses on roads and highways owned and operated by the State of Texas.

Network functions will help TxDOT understand what kinds of bicycle use may occur on different roadways, so engineers can design for those needs. The network functions are listed starting with the categories that need the most protective designs. (If no function is shown on a segment of a state road, analysis did not find any bicycling gaps or deficiencies at that location.)

These priorities will guide how and when TxDOT develops and funds bicycle projects on its highways. The proposed priorities come from an analysis of bicycling needs and potential benefits. If no priority is shown on a segment of a state road, analysis did not find any bicycling gaps or deficiencies at that location.

It is important to understand that this map shows prioritized locations for future project development, which is when TxDOT will design specific solutions to meet bicycling needs. Not enough is known about these locations to define projects as a part of this plan.

Scoring Highway Locations and Identifying Priorities

Each location where bicycling needs exist was scored based on statewide planning goals. The goals and criteria used were:

  • Promote Safety: Near collisions sites where people walking or bicycling were injured or killed; near K-12 schools and community centers serving youth and older adults; higher posted speed limits
  • Deliver the Right Project: Higher numbers of bikeway needs present in segment; near upcoming TxDOT projects; improvement could close gap between existing bikeways
  • Focus on the Customer: Higher numbers of public comments left near this location during a previous survey for the district bike plan.
  • Optimize System Performance: Areas where people make more trips of 3 miles or less; near local destinations such as supermarkets, libraries, healthcare, universities, and parks; connects to existing and planned local bikeways; connects to transit stops and stations
  • Preserve our Assets: Maintenance needs for pavement and bridges
  • Foster Stewardship: Areas with greater densities of residents and jobs; near communities in need of affordable transportation options; near communities exposed to high crash and high traffic corridors; near communities with high rates of health issues like asthma and heart disease; near historic destinations like museums and landmarks

To treat large and small communities fairly, scores were compared for highway locations among communities of similar population sizes. This identified high priority locations across the district, in urban, suburban, and rural areas.
